Establishment Roadmap

Prerequisites for Notification

HEIs looking to establish a new ORIC office must fulfill HEC’s basic structural requirements:

  • Approval of the ORIC setup from the University’s Statutory Bodies (Syndicate/BOG).
  • Formal request for HEC notification upon meeting the baseline research volume.
  • Designation of a dedicated workspace and initial staff for research support.

HEC Evaluation Criteria (The Scorecard Logic)

Although HEC assesses offices annually, the primary focus remains on these four pillars:

  • Research Funding: Efficiency in winning competitive grants (NRPU, etc.).
  • Innovation & IP: Number of patent applications filed vs. those granted.
  • Commercialization: Tangible evidence of industry-funded projects and licensing.
  • Sustainability: The ORIC's ability to generate its own revenue over time.
